Conference Logistics

If I’m not happy with my PhD supervisor, can I move my registration to another institution in the UK?
My PhD topic has changed radically since I first began a year ago, and my supervisor isn’t the most appropriate in my new field. I feel she has lost interest in my work and is showing a distinct lack of support. For example, her feedback on my first conference paper consisted of a one-line email saying that it was “fine”. I would prefer to work with a supervisor at another institution in the British Isles who has already shown interest in my work and is better suited to my topic. What are the Logistics of such a move, and is it even possible? I should add that my research is self-funded.
Is it possible to request another one from the same University? I know there is the whole thing that she’ll get mad that you move to another faculty, but if you explain to her that you have a different interest and mean it in good faith, she might even be willing to help you. Overstepping her might be a really bad move. She might know faculty at the new University and put you at odds.
